Consultation on the expansion of school premises at Hoe Valley School, Egley Road, Woking, an 11-18 Free School

We are pleased to be launching a public consultation regarding plans to expand our existing building and enhance our facilities in readiness for our sixth form opening in September 2023.

Our original public consultation in November / December 2014 established overwhelming support from our local community and stakeholders for our proposal to open an 11 – 18 free school in South Woking in September 2015. 

The purpose of this consultation is to share information about Hoe Valley School’s plans for expansion with stakeholders and members of the public and to seek opinion on it.


About Hoe Valley School

Hoe Valley School is a secondary academy which opened in September 2015 under the Government’s Free Schools Programme. Our published admissions number (PAN) on opening was 120 students in each year group from Year 7 – 13.

The strong values of our School and our unrelenting focus on inspirational teaching ensures our students are happy, confident learners who make exceptional progress. We were delighted that this was recognised during our Ofsted inspection in June 2018, leading to the Outstanding judgement.

In December 2018, we announced our decision to defer the opening of our sixth form to allow us to focus on getting our first GCSE groups through their exams. The onset of the Covid-19 pandemic in March 2020 meant that our focus on our existing students was completely the right decision.


Why expand on our current site?

Due to a shortage of school places locally, we admitted 150 students into Year 7, instead of our PAN (published admission number) of 120 from September 2018. We were pleased to make these extra spaces available for children in our most local community, and in September 2022 will have 5 year groups of 150 each, so 750 students, instead of our originally planned 600 in Year 7 – 11. Our building’s original planned capacity of 840 students does not leave us adequate space to open our planned sixth form which we remain fully committed to and that formed a critical part of our original school plans.

Hoe Valley School has been very heavily oversubscribed for the past four years, since moving into our permanent home on Egley Road. For entry in September 2022, 801 on-time applications were made for 150 places in Year 7. This picture has been very similar for the previous 3 intakes. 

As well as creating the space we now need to move forward, our expansion will allow us to continue to deliver on our Community agenda and open up our facilities to our community – we are currently running free adult classes in woodworking, maths and computing via the Google Suite with more planned over the coming months.

We want to be able to continue to provide a state-of-the-art education to all of our students, including meeting the needs of our future sixth formers.

Our plans have the backing of Surrey County Council who are funding this building expansion.


How will this decision be reached?

The findings of the consultation will be summarised in a report and will be submitted to the Department for Education for consideration by the Regional Schools Commissioner (RSC) alongside a business case. The RSC will analyse the report and the business case and take a decision accordingly. The Governing Body will consider the views of a range of stakeholders. If the business case is approved, we expect to open the extended area in September 2023 to align with the launch of our Sixth Form.

The consultation will run from Friday 29th April to Friday 27th May 2022 inclusive. The consultation period will close at 4pm on Friday 27th May 2022.

Please be advised that we will note all comments received but will not be able to respond to all responses individually.


We will also be holding a drop-in session on Wednesday 18th May 2022 between 6pm and 8pm at the school where everyone with an interest is welcome to visit and share their views or ask questions.
